Group Medical Insurance

Regulation


International students are obligated to underwrite the insurance policy. If you would like to use your own insurance that you have purchased from your country, please verify it in one of Taiwan's embassies or representative offices in your country. If not, we will enroll you into Group Medical Insurance for a fee of TWD 500 each month before joining NHI.

Payment


The Group Medical Insurance fee is a one-time and non-refundable payment included in the tuition fee every semester. The cost is TWD 500 per month, you will need to pay at least 6 months to cover the period before you got NHI card. 

 

Medical Treatment Procedures


If you need to receive medical treatment, please check the remarks to make sure that your medical treatment is included in this insurance and follow the procedures below:

1.Go to a hospital or clinic near you for treatment. 

2.Claim for a certificate of your diagnosis.

3.Pay the full fee for the treatment and get both the payment receipt and the certificate of diagnosis.

 

Compensation Application Procedures


For applying for the compensation, you need to bring the following listed documents to the OIA so that we can help you submit them to insurance company:

1.The original receipts of payment

2.The original certificate of diagnosis

3.Photocopy of your Post Office passbook cover or bank book 

4.Compensation Application Form <download>

5.Passport photocopy 

6.ARC photocopy

For the same symptoms, the insurance company covers only one visit per day. The maximum coverage per visit is TWD 1,000, but does NOT include the hospital or clinic registration fee.

 

Claim amount:
1. Outpatient: The actual payment is based on the amount of the receipt, but the upper limit is NT$1,000.
2. Hospitalization: within NTD120,000, the actual payment is based on the receipt amount. The ward fee is NTD 1,000 per day as a maximum.
 
Claim items: Only necessary medical behaviors, health checkups, vaccinations, beauty, treatments, dental
 
 
 


NATIONAL HEALTH INSURANCE

Regulation


According to National Health Insurance Act, any foreigner staying in Taiwan with an Alien Resident Certificate (ARC) over six months is obligated to underwrite an insurance policy under NHI.

A person staying in Taiwan for full 6 months definition:

A person who has, after receiving an ARC, stayed in Taiwan for six consecutive months, or exited Taiwan ONCE for fewer than 30 days within the actual period of stay, amounting to six months after the number of days that he or she has been away from Taiwan would be deducted.

 

Payment


The cost of National Health Insurance (NHI) should be included in the tuition fee every semester. If you are eligible to underwrite an insurance policy under NHI. The cost is TWD 826 each month (according to the fee criteria set by NHI), so payment per semester is TWD 4,956 (from September to February and March to August). Newly arrived students can underwrite an NHI insurance policy only when they have received ARC for six months. Thus, they join the group medical insurance instead at a cost of TWD 500 per month.

 

Guide of Insuring

For newly arrived freshmen who have been in Taiwan for six months:

Please come to OIA for an insurance payment form, pay at the Cashier Office, and then hand in your receipt, passport, ARC, one two-inch photograph and the NHI IC card application form to OIA to apply for the NHI IC card. OIA will send those documents to the Bureau of National Health Insurance.

The procedure will take about four weeks, and OIA will inform you once they receive your IC card.

 

Renewal of NHI IC Card


If you lose or damage your NHI IC card and need to renew it, please apply to the Bureau of National Health Insurance. Renewal costs TWD 200.



Required Documents

1.Visa Application form

2.Two 2-inch photos taken in the last six months. (on application form)

3.Original passport with blank pages and at least six months validity and one copy of it.

4.Admission Notice of NKUST and one photocopy of it.

5.Health Certificate for Residence Application and one photocopy of it.

6.Supporting documents or official letters of approval from a competent authority of the ROC; and other relevant documents.


 Application Procedures



Alien Residence Certificate (ARC) Application

Please remember to apply for the Alien Resident Certificate and Re-entry Permit at the local office of Ministry of Interior National Immigration Agency on the next day upon arrival or within 15 days of the issue of their resident visa.

Now, the National Immigration Agency (NIA) encourage students to apply ARC on Students Online Application System. If you meet some problem when apply ARC on the system, you can call the NIA customer service center (02-2796-7162).

Required Documents

1.Alien Resident Certificate (except for first-time applicants)

2.2-inch photo (2 photos for first-time applicants; 1 photo for applicants for ARC extension.)

3.Original Passport and Resident Visa and one copy of each

4.Original Student ID Card or Enrollment Verification and one copy of it. (The freshman students could use NKUST admission as verification, National Immigration Agency Service Office will grant a ARC with six month validity in the beginning. When students accomplish registration and receive their student ID cards, they should extend their ARC to one year validity.).


Application Procedure

When applying for ARC, please prepare the required documents and go to the local service of Ministry of Interior National Immigration Agency. The process can be done in person or by an agent who is provided the certificate of entrustment signed by the applicant. But the first-time applicants shall apply for ARC personally.


Payment

1.NT$1,000 (One-Year Valid)

2.Applicants requesting ARC renewal due to the loss or damage of their ARC must pay NT$500 for the renewal process.


First-time Application

1.Resident Visa holders (or ones who obtained Resident Visa within ROC by visa change) are required to apply for the Alien Resident Certificate and Re-entry Permit at the local office of the Ministry of Interior National Immigration Agency on the next day upon arrival or within 15 days of the issue of your resident visa.

2.If Alien Resident Certificate holders need to leave and Re-enter ROC within the valid period of their ARC, they should apply for re-entry permits while applying for ARC.


ARC Extension

1. ARC application processing time: 10 working days (ARC can be picked up with the application fee receipt)

2. For over-staying foreigners who did not apply for ARC extension, their residence will be ceased by the authorized agency, and they may be expelled from Taiwan.

3. If you change your residence address or employer, you have to register the change with related documents at the service center of National Immigration Agency in your local residence within 15 days.

4. If you will continue your enrollment at NLUST, you shall apply for an extension within 30 days before your period of residency expire.

5. Graduates seeking employment in Taiwan are required to provide a graduation certificate to extend their period of stay. The maximum extension is six months, starting from the month of graduation. If students have postponed their graduation, they are required to provide documentation to keep or extend their ARC. Students will be granted a maximum extension of one year, according to their academic situation.

6. Overstay:

Overstay within 30 days (30th day excluded) but still enrolled: pay the fine and the application fee for the ARC extension

Overstay more than 30 days (30th day included) and still enrolled: pay the fine and leave the country in 7 days to apply for a new visa to re-enter Taiwan

Overstay fine:

1-10 days: NTD$2,000

11-30 days: NTD$4,000

31-60 days: NTD$6,000

61-90 days: NTD$8,000

over 91days: NTD$10,000

7. If you plan to leave Taiwan during the enrollment period, please make sure before your departure that your ARC will still be valid when you return to Taiwan. If necessary, please renew your ARC at the service center of National Immigration Agency in your local residence.

8. If you apply to leave the school (suspension, withdrawal, and graduation), your ARC with the purpose of study will become invalid after you complete the related school-leaving procedure. You shall return the ARC to the service center of National Immigration Agency in your local residence and leave Taiwan within the prescribed period. If you would like to return to NKUST after the suspension is over, you will need to re-apply a new visa to enter Taiwan.

How to apply : Briefly Introduction



Work Permit Application

1.To apply for a work permit online, create an account on the Workforce Development Agency website and follow the instructions in the manuals to submit an application.

2.For the Faculty field in the form, please fill in the FULL department name. 

3.After you have submitted the online application, please hand in the consent form of work permit, so OIA will submit you application to Workforce Development Agency on the EZ Work Permit Online System.

4.The OIA will inform you by email or in FB students group when the OIA has received your work permit from the Workforce Development Agency.

After arriving at Kaohsiung Station, take bus Orange 1 or 248 to Gushan Ferry Pier. Then take the ferry to Cijin Island. After you get off the ferry, take city bus Red 9 and get off at Cijin Elementary School or you can walk along Jhongjhou 3rd Rd. for ten minutes to Cijin Campus.
 
3. By Taiwan High Speed Rail
After arriving at Zuoying Station, take the MRT Red Line to R11 Kaohsiung Main Station and transfer to city bus.
 
4. By MRT
From R11 Kaohsiung Main Station, take bus Orange 1 or 248 to Gushan Ferry Pier. Then take the ferry to Cijin Island. After you get off the ferry, take city bus Red 9 and get off at Cijin Elementary School or you can walk along Jhongjhou 3rd Rd. for ten minutes to Cijin Campus.

Q1:If a student status is disqualified, he/she has to leave Taiwan within 10 days as regulation.

A1:Once the application procedure of suspension, termination, transfer or graduation from Registry Division is completed, the student status will be disqualified. Under the regulation from National Immigration Agency, student has to leave Taiwan within 10 days.


Q2:What is the application eligibility for NKUST scholarship?

A2:

1.New students applying for admission in accordance with the Studying Guidelines of International Student and international students currently studying at NKUST (hereinafter as Current Students) are eligible.

2.The following international students with official student registrations are not qualified for scholarships specified in this Guidelines:

(1)Overseas Chinese students, students with People’s Republic China nationality, Dual Degree students, and short-term exchange students

(2)Students with delayed graduation

(3)International students of special programs

Q3:Does tuition waiver of NKUST scholarship include only tuition fees?

A3:

1.Undergraduate Student:Tuition and credit fee waiver (excluding housing, books and insurance fees)

(1)Qualifications will be evaluated when New Students apply for admission. Tuition fee will be waived for students who are accepted at that academic year.

(2)Current Undergraduate Students who wish to apply for the waiver should have taken at least 6 credits in the previous semester with an average score of 75 or above.

2.Master Student:Tuition fee waiver (excluding housing, books and insurance fees)

(1)Qualifications will be evaluated when New Students apply for admission. Tuition and credit fee will be waived for students who are accepted at that academic year.

(2)Current Master Students who wish to apply for the waiver should have taken at least 3 credits in the previous semester with an average score of 82 or above.

3.Ph.D. Student:Tuition fee waiver

(1)Qualifications will be evaluated when New Students apply for admission. Tuition and credit fee will be waived for students who are accepted at that academic year.

(2)Students applying for the 2nd year scholarship should have an average academic score of 82 or above from the previous semester. Students applying for the 3rd year and 4th year scholarship have to submit a paper published in an international journal.

Q4:What is the re-issuance eligibility of NKUST scholarship?

A4:Except for the Scholarship for New Students, the scholarship specified in this Guidelines is a semester scholarship that is paid monthly. Enrolled students have to resubmit applications every semester based on their eligibility criteria before the given deadline. The maximum number of semesters for a student to receive scholarships is as following: eight semesters for undergraduate students, four semesters for graduate students, eight semesters for PhD candidates. Students who have already received the maximum amount based on the above criteria are not eligible to apply for NKUST scholarships.

Q6:What facilities are available in dorm?

A6:New international students can apply for dormitory. The dorm is semi-furnished including table, chair, bed and shelf with internet and electrical connection. A common TV hall is located at the center of the dorm buildings. A refrigerator, washing machine and dryer are provided for each dorm building.

A7:We provide shuttle bus back and forth between Yanchao and Jiangong Campus. For Nanzih and First Campus, there are MRT stations and bus routes nearby.

Q8:Are international students allowed not to get the health insurance in Taiwan?

A8:It is compulsory for anyone who plans to stay in Taiwan for more than six months to apply and pay for the health insurance. The premium is NTD$ 749/month.

Q11:How to apply for residential certificate?

A11:For all international students, it is compulsory to apply for the alien resident certificate (ARC). Once you have ARC you will be permitted for multiple entries in Taiwan (up to the end of expiry of ARC). The documents you may need to apply for ARC:

A20:

1.Undergraduate Student:

(A)A certificate or a score of Band B or above in the Test of Chinese as a Foreign Language (TOCFL)

(B)A transcript of the Malaysian Certificate of Education (SPM) in which the Chinese subject is Grade C or above

(C)A transcript of the Unified Examination Certificate of Malaysia (UEC) in which the Chinese subject is Grade C or above

2.Master Student:

(A)A certificate or a score of Band B or above in the Test of Chinese as a Foreign Language (TOCEL)

Q21:Will I receive the stipend of NKUST scholarship in the beginning of the semester?

A21:Stipend is granted for the first semester from September to February and the second semester from March to August. The issued month may be differed based on student’s status. The grant is deposited directly into the recipient’s local bank or postal account by the Office of International Affairs on a monthly basis (stipend scholarship recipients receive NTD $3,000-$12,000 stipend monthly) for the awarded semester. OIA keep the right to revise this policy.
