Resident Visas for Foreign Students

Applicable to the following students:
► International students enrolled in regular degree programs (PhD, Master’s, or Bachelor’s) in Taiwan
► Double-degree program students
► Exchange students who will study at NKUST for two semesters

REQUIREMENTS DESCRIPTION
1. Application form Go to website: https://visawebapp.boca.gov.tw .  Fill out the application form online and print it out.  Make sure the application form shows a bar code on it.  Sign the application form.
2. Two color passport-size (45 mm in height and 35 mm in width) photos Paste on the application form two color passport-size photos with a white background taken within 6 months.
3. Passport and one photocopy of the passport The passport must be valid for at least 6 months and there are blank pages left in it.  One photocopy of the passport bio-page including the holder’s picture is required.
4. Original and one photocopy of health certificate
  1. The health certificate should be issued within 3 months by one of the local hospitals designated by the Centers for Disease Control of  Ministry of Health and Welfare of the R.O.C. (Taiwan) or a foreign hospital.  Health certificates issued by foreign hospitals must be authenticated by an R.O.C. (Taiwan) overseas mission.
  2. Visit the website of the Centers for Disease Control at https://www.cdc.gov.tw/En for health checkup items and the list of designated local hospitals.
5. Original and one  photocopy of admission permit /record of enrollment, registration and  transcripts
  1. For school applications and admission permits, follow the instructions of the “Regulations Regarding International Students Undertaking Studies in Taiwan” promulgated by the Ministry of Education.
  2. The admission permit is required for Resident Visa application.
  3. For high schools and below, only students from countries whose citizens are allowed to enter the R.O.C. (Taiwan) under visa-waiver program (including the trial visa-free entry nations of Brunei, North Macedonia, Philippines and Thailand) may enroll in high schools that are accredited to accept foreign students by the Ministry of Education.
  4. Applicants who are eligible to shift his/her valid visa from current purpose to the resident visa for student purpose are required to present the record of enrollment and registration as well as transcripts.
6. Original and one photocopy of highest education diploma and transcripts for each year For diplomas and  transcripts in languages other than Chinese or English, a Chinese- or English-translation version is also required. (Must be authenticated by an R.O.C(Taiwan)overseas mission.)
7. Original and one photocopy of proof of financial support

Bank statements or records of remittance provided by the applicant or his/her relatives within the third degree of kinship (grandparents, parents and siblings).

*Bank statements or records of remittance supported by the applicant’s relatives must be submitted along with the household registration/ birth certificate/ family book which may prove the relationship of relative.

*The amount showing on the bank statements or records of remittance, when the visa application is submitted, must be sufficient enough for at least a consecutive 6 months living needs.

*The scholarship certificate must indicate the duration and the exact amount of the scholarship.
8. Other supporting documents The Documents listed below are required optionally (required on a case-by-case basis)
  1. The purpose for visiting Taiwan,
  2. Consent from parents and the guardian in Taiwan,
  3. Guarantee letter,
  4. Police Criminal Record Certificate,
  5. Language ability certificate,
  6. Photocopies of the Visitor Visa and the immigration entry stamp.

Overseas chinese students who, while still remaining outside of the R.O.C. (Taiwan), are jointly assigned to universities/colleges, vocational schools or high schools and below by the ministry of education of the university entrance committee for overseas chinese students.

Original and one photocopy of notice of assignment
  1. Applicants must be determined by the Overseas Community Affairs Council as qualified overseas Chinese students, and are assigned to local schools by the Ministry of Education or the University Entrance Committee for Overseas Chinese Students in accordance with the “Regulations Regarding Study and Counseling Assistance for Overseas Chinese Students in Taiwan.”
  2. The notice of assignment must be issued by the Ministry of Education or the University Entrance Committee for Overseas Chinese Students.
  3. Applicants who already study in the R.O.C. (Taiwan) and wish to apply for a Resident Visa must also present the record of enrollment and registration as well as transcripts.  Applicants who previously suspended their study and wish to resume study must present proof of both suspension and resumption of study.

Original and one photocopy of highest education diploma and transcripts for each year

 Foreign diplomas and transcripts must be authenticated by an R.O.C. (Taiwan) overseas mission or an agency designated by the Overseas Community Affairs Council.  For diplomas and transcripts in languages other than Chinese or English, a Chinese- or English-translation version is also required.  The original-language diploma, transcripts, and accompanying Chinese- or English-translation must be authenticated by an R.O.C. (Taiwan) overseas mission or an agency designated by the Overseas Community Affairs Council.
Other supporting documents To be decided on a case-by-case basis.  Applicants who apply for a Resident Visa after having arrived in the R.O.C.(Taiwan) are required to present also one photocopy of the Visitor Visa and the immigration entry stamp.

 

OVERSEAS CHINESE STUDENTS WHO, AFTER HAVING ARRIVED IN THE R.O.C. (TAIWAN), ARE INDIVIDUALLY ASSIGNED TO HIGH SCHOOLS AND BELOW BY THE MINISTRY OF EDUCATION OR COUNTY/CITY BUREAU OF EDUCATION

  1. Follow the “Regulations Regarding Study and Counseling Assistance for Overseas Chinese Students in Taiwan.”
  2. Applicant qualification: Applicants who already stay in the R.O.C. (Taiwan) on an Alien Residence Certificate or enter the R.O.C. (Taiwan) with a visitor visa less than sixty days or bear such remarks as “no extension” for purposes other than pursuing studies, and are determined by the  Overseas Community Affairs Council as qualified overseas Chinese students and have been assigned to local high schools or vocational schools and below by the Ministry of Education or county/city Bureau of Education.
  3. The letter of approval issued by the Overseas Community Affairs Council and the notice of assignment issued by the Ministry of Education or county/city Bureau of Education.
  4. Applicants who already study in the R.O.C. (Taiwan) and wish to apply for a Resident Visa must also present the record of enrollment and registration as well as transcripts.  Applicants who previously suspended their study and wish to resume study must present proof of both suspension and resumption of study.
Original and one photocopy of record of enrollment and registration The record of enrollment and registration or student ID issued by the school the applicant is studying at.  The back of student ID must show a school registration stamp.
Original and one photocopy of highest education diploma and transcripts for each year Foreign diplomas and transcripts must be authenticated by an R.O.C. (Taiwan) overseas mission or an agency designated by the Overseas Community  Affairs Council. For diplomas and transcripts in languages other than Chinese or English, a Chinese- or English-translation version is also required.  The original-language diploma, transcripts, and accompanying Chinese- or English-translation must be  authenticated by an R.O.C. Original and one photocopy of letter of consent and Household Registration Certificate of the applicant’s guardian in the R.O.C. (Taiwan)
  1. Applicant’s guardian in Taiwan must produce a letter of consent indicating his/her willingness to assume the responsibility of overseeing the applicant’s conduct.  The letter of consent must be notarized by a local district court of the R.O.C. (Taiwan).
  2. The Household Registration Certificate must be issued within 3 months prior to the time of visa application.
Other supporting documents Supporting documents such as proof of financial support, the purpose of visiting Taiwan, guarantee by references in Taiwan, parental consent or proof of no-criminal record may be required on a case-by-case basis.  Students who apply for a Resident Visa after having arrived in the R.O.C.(Taiwan) are required to present also one photocopy of the Visitor Visa and the immigration entry stamp.

 

OVERSEAS Compatriot STUDENTS WHO APPLY DIRECTLY TO UNIVERSITITES/COLLEGES ON THEIR OWN

Passport and one photocopy of the passport The passport must be valid for at least 6 months and there are blank pages left in it.  One photocopy of the passport bio-page including the holder’s picture is required. For those who apply within Taiwan, a photocopy of current visa and immigration entry stamp is also required.

(Taiwan).  Health Certificates issued by foreign hospitals must be authenticated by an R.O.C. (Taiwan) overseas mission.

Original and one photocopy of admission permit
  1. Follow the “Regulations Regarding Study and Counseling  Assistance for Overseas Chinese Students in Taiwan.”
  2. Applicants may only apply to universities/colleges that are approved by the Ministry of Education to admit overseas Chinese students independently.
  3. Applicant qualification: Overseas Chinese applicants are required to submit application documents directly to the qualified universities/colleges.  Application documents will be forwarded by the schools to the Overseas  Community Affairs Council.  The Council will reply to the applicants after confirming the applicants’ qualification.
  4. The admission permit must be issued by the admitting school.
  5. Students who already study in the R.O.C. (Taiwan) and wish to apply for a Resident Visa must also present the record of enrollment and registration as well as transcripts.  Students who previously suspended their study and wish to resume study must present proof of both suspension and resumption of study.
Original and one photocopy of letter of approval A letter of approval issued by the Overseas Community  Affairs Council confirming the applicant’s qualification as an overseas Chinese student.

Visitor Visas for Foreign Exchange Students for Stays of less than Six Months

Original and one photocopy of the passport
  1. Applicant’s passport must have remaining validity of at least six months as well as blank pages.
  2. One photocopy of the passport bio-page, including the passport-holder’s picture, is required.
Original and one photocopy of letter of approval issued by university /college or the administrative authorities for education at each level

​Exchange students in Taiwan for a period of six months or less are to abide by the Regulations Regarding International Students Undertaking Studies in Taiwan.
Original and one photocopy of letter of admission For university/college exchange students, a letter of admission issued by the university/college they intend to enroll in.
Original and one photocopy of the overseas school’s record of enrollment The record of enrollment, student ID, or certificate of student exchange issued by the student’s home school.
Other supporting documents To be determined on a case-by-case basis. Documents requested may include a certification of reason for stay, parental leave form, guarantee by local host, agreement by guardian in Taiwan, certification of no criminal record, educational cooperation or sister school agreement signed by applicant's home school, etc.
